controlled vocabularies for authority and spatial #26

which controlled vocabularies should be used for location and competent authority?

Is spatial just the country as the spreadsheet J:spatial suggests (which would leave out municipalities)?

Also, in the past the ATU list was used for competent authorities. This was neither up-to-date nor complete.

Are member states free to use their own CVs here?

My original question relates to the SDG portal where citizens look for services specifying a certain place of region (i.e. start a restaurant in Amsterdam). Amsterdam is an obvious example, but there are many cases where knowledge of the administrative and spatial situation are required (either by the citizen or available within the portal)

I agree with this comment. We should clarify it better. In other vocabularies (e.g. DCAT-AP) for spatial object it was recommended the use of EU vocabularies Authority Lists for continents, countries and places (this latter includes also municipalities even if not all the existing ones). In addition, in DCAT-AP, at least in old versions, there is clearly stated that "if a particular location is not in one of the mentioned Named Authority Lists", Geonames URIs must be used.

I think these suggestions may be used here as well. Geonames is well-known and used, and many places are currently available in that dataset.

For the Competent Authority I personally would free member states to use their CVs or datasets on that.

The current solutions given in the later message by @giorgialodi are indeed something that we propose to apply. Namely:

Please note that the EU NAL / ATU list is not complete for the Netherlands. A change request I proposed in january 2019 still has to be processed (delayed by Brexit, status unknown). This contained new municipality names, and our Dutch 'water boards' (the Netherlands' oldest administrative units which are still operational and are within scope of the SDG). If the ATU is recommended, active management of this list is a must!

The water boards are missing from ATU and are also not in Geonames.
