Concept Location

Description How should we define Location and which codelist to use for the geographic identifier? Is there a need to include multiple properties to capture the different levels explicitly (e.g. country and region/state) ?

Proposition The SDG metadata uses DC ISO3166 for defining countries and additionally NUTS and LAU for more detailed locations. We propose to align to this in the model, with NUTS and LAU (they are complementary, as mentioned in https://ec.europa.eu/eurostat/web/nuts/local-administrative-units)

For NUTS, we have URIs existing as published by OP: https://op.europa.eu/en/web/eu-vocabularies/dataset/-/resource?uri=http://publications.europa.eu/resource/dataset/nuts

For LAU, there is only xls distributions (see link above).

In fact, SDG only uses NUTS0 and not ISO3166. So yes, we should use the same codelist for the DC.Location SDG metadata

while agreeing with the proposal, it is highlighted the need to investigate the timing of alignment of the sources indicate the changes that have occurred in the member states

My suggestion is to link to the Core Location Vocabulary for everything that regards Location, including all the possible controlled vocabularies defined in that context, unless the SDG regulation mentions specific lists to be used so that I would be stick to the one mentioned in the regulation, if any.

"NUTS(https://op.europa.eu/en/web/eu-vocabularies/dataset/-/resource?uri=http://publications.europa.eu/resource/dataset/nuts)(Nomenclature of Territorial Units for Statistics) and LAU(https://ec.europa.eu/eurostat/web/nuts/local-administrative-units )(Local administrative units) vocabularies were agreed to be used. NUTS 1,2,3 defines regions into three different levels. NUTS 0 is the 'national' level of the Member States. LAU is only defined in a spreadsheet. NUTS and LAU are complementary. It is best to include the lowest level possible, as the higher levels could be automatically retrieved from the lowest level indicated.

To be aligned on the relation between NUTS0 and ISO3166, which is mentioned in the Implementing Act (there are small differences such as Greece and the United Kingdom)."

I have doubts about the NUTS / LAU alignment time with administrative changes made on a national basis, what happens in the event of a possible delay in alignment between the deed of change on a national basis and the transposition in NUTS / LAU? can we consider this verification an item of the pilot?
