[DES] UX design for Delete reference to variable #251

Problem (Why)

To avoid clutter in our variables panel. When we delete references of variables, there is no longer a need for that associated variable (unless we allow them to swap it). We need to figure out a way to allow them to swap the variable reference value when they delete a query, block or cell

Use this message for deleting a cell, notebook, block, etc. Throw a confirm modal and when appropriate (if deleting a variable), provide them with the ability to swap the variable reference before proceeding.
