[TASK] Create Prompt Hub for CRUD operations

Description

Start this on it's own route, likely will live in sidebar

Would like you to take the BE reactors that are provided from the BE team to allow users to create, view, edit, and delete prompts. They will also need to be filtered dynamically from the BE. Similar to our engine and app pages.

The BE team should have some BE reactors trace it back to the linked backend ticket
