System.IO.IOException: The program cannot access the file(Failure to start) #162

SEConfigTool wont start after the first time I attempted to start it and did not select the SE installation(I hit cancel), all it does now is give me the IOException. I posted a link to a screenshot below. http://prntscr.com/4o3h8p

I tired to restart, unlock the file, remove security blocks, etc. The problem is not with another program using the file as far as I can tell.

@Catalyse Please try to reproduce the error and then find what acces this file with this program: Handle 4.0
