Updated jpacman's maven repository #8

Adjusted POM so that the template project uses https://github.com/SERG-Delft/jpacman-mvn-repo to search for deployed jpacman-framework releases.

Also removed obsolete site target -- to be fixed in line with https://github.com/SERG-Delft/jpacman-framework/pull/38
