As the number of ground-based instruments grows, the Instrument Name field will become cluttered. We would like to be able to leave the spacecraft-based instruments as they are now (as top-level checkboxes) and have a "Ground-based" that can be expanded to show the others, similar to the way we handle Planets for target names now.
