Fix OPUS import to handle new EBROCC index file format

• I changed the names and merged the indices, as we discussed.
• I added EBROCC_0001_index.tab, which is just the merger of the original index files. This is in the spirit of what we do in other metadata directories. However, for your purposes, you should exclude this file, because EBROCC_0001_profile_index.tab is the same info but stripped down to one row per OPUS ID.
• I fixed a value of -999 in INCIDENCE_ANGLE.
• I added some new columns to the supplemental index, following the spirit of what normally ends up in these files if not in the index already. Included: DATA_SET_ID INSTRUMENT_HOST_ID INSTRUMENT_ID TARGET_NAME (always "S RINGS") STAR_NAME (always "28 SGR") WAVELENGTH (I was surprised this wasn't in your file) INSTRUMENT_NAME
