Add NH KC/KE volumes to OPUS #1196

The New Horizons Kuiper-Belt Cruise / Encounter volumes for MVIC and LORRI will be available soon in the archives and should be added to OPUS. They will not have any surface geometry information. The index files should be in the same format as the existing NH volumes so no major changes to the import code is expected.

We may need to update the blue text under the "Surface Geometry" and "Ring Geometry" menus to say more about what volumes of LORRI surface geometry is available for.

This was done as part of #1217
