Occultation/Spectrum profile viewer #356

The 2016 RMS PDS proposal [G.4.2] states:

[G.4.2] Occultation profiles are typically viewed as line plots, which can be generated trivially using Python. Other operations, such as filtering and smoothing, are performed by various components of the SciPy toolkit. We envision a tool that also allows the line plot to be arbitrarily wide, so a user can quickly scroll right and left through a very long, detailed profile. It should also allow multiple ring profiles to be over-plotted and viewed simultaneously.

This could also be expanded to other types of 1-D plots, like spectra.

See issue #931 to allow download of occultations with data limited to specific radii, which could be done during viewing.
