Clicking on link in API Guide causes whole pane to move up #944

Open the API Guide. Click on one of the links for a section heading, like "Extended Examples". The entire help pane will move up in the browser for no obvious reason.

interesting thing is that this only happens on the OPUS tab; the other tabs are ok.
