We need to write full documentation for the PDS4 index tool such that a new user can understand both how to run the tool and also how to take advantage of all of the various command line options. This should be done in Sphinx format so that it can be uploaded to https://readthedocs.io
Once this is done, we need to enable webhook integration between GitHub and readthedocs so that the documentation will be automatically built.
