Create directory for VG_28xx Documents, add Python scripts #2

The viewmaster/documents folder should have a VG_28xx subfolder, and documents should be selected to go into that folder.

When this folder is created, it might also include Python scripts as mentioned at https://github.com/SETI/rms-user-queries/issues/1

Thus, this is the wrong place for this action item, which is about Viewmaster content.
