Revisit changes/updates for New Horizons last updated dates, including Arrokoth details #138

From Slack comments: I'm looking over the New Horizons Info and access pages on website - https://pds-rings.seti.org/newhorizons/ - last updated for index.html says 12/24/2018; access data says 6/5/2018. That being said, Viewmaster has raw and calibrated LORRI images/files from as recent as 2021-06-22, so I am wondering if the New Horizons page needs someone to take a look at it for changes/updates and if we need to change the last updated dates. Looks like we have not added the Arrokoth details to the table on the access.html page.

New Horizons holdings need to be updated, which requires updating metadata as well as installing the actual data files. Eventually this sort of work will be done by @mseritan and/or @esimpsons3ti (division of labor to be discussed), advised by @markshowalter.
