Design web presence for RMS Annex

The RMS Annex currently has one data set. It would be good for this data set to lead to the rest of our website, and it would be good for the rest of our website to lead to this data set.

This action item is to have a conversation about how to design this web content. Once we have agreed upon a design, a smaller group (probably @dstopp) will implement.

I wanted to give everyone a chance to participate in the design discussion. It's about web design for data, so both web people and data people could be interested.

Discussion is currently happening on #rms-website. Feel free to participate there, and we can also bring it up at our next team meeting on Tuesday 9/24.

After discussion during today's team meeting, @mit3ch will write content specifically for the Dick French data set and @matthewtiscareno will write content for a general RMS Annex entry page. Then @dstopp will implement.
