Update CIRS User's Guide online to link to documents in holdings rather than from local copy #94

From the slack conversation dated 1/22/2022:

Neither we nor Atmospheres has the final version of the CIRS User's Guide online. The one online is dated 2012 (version 11.6, 11/13/2012) but the one in COCIRS_1709/DOCUMENT is dated 2014 (version 11.7, 11/14/2014). (I bet they plan to update it one more time if we ever see the final release.)

response from the chat: When you mouse over on the links to the UG in both our pages and Atmosphere's, it says: "CIRS-User-Guide_v11.6-5-3-17. The 2012 is version 11.6, dated 11/13/2012; the 2014 option in their last delivery is version 11.7, 11/14/2014. This might be where we want to start linking to documents in holdings rather than from local copies in the web site tree. Debby and I just need the link, and will have to change the text as well as the links in the Cassini pages.
