Add basic structure/placeholder pages based on New Horizons page structure. Initial page will have 3 tabs; Juno Mission Information, Access JunoCam & Access JIRAM using our convention, that page will sit in a directory "Juno", index.html, junocam.html, jiram.html, all w/tabs. Note - at the moment, we don't need the tabs until we have the tables and additional data for the rest of the pages.
