Task Description:

Create an owl file with the flat list of classes generated from  CPT Codes.
Each class will have the IRI set as 
http://purl.obolibrary.org/obo/arg/cptcode/[code identifier]
Each Class will have a label starting with "Billing Code for" followed by the 
CPT label
Each Class will have an annotation using dc:identifier 
(http://purl.org/dc/elements/1.1/identifier) set to the CPT code value
ALl the calssess will be asserted as subClassOf "CPT Billing COde" 
(http://purl.obolibrary.org/obo/ARG_0000442)
