Email to Submitter if resource is denied #11

Add toggle to be able to choose to send/not send email (as with approved email)

Denied explanation text that is written in the flow screen is not appearing in the email when sent out. It seems like it's using the original value from the record (ie, blank) even though the resource is updated in the flow before the email is sent.

FIXED!! Resource wasn't being updated prior to email send.

Added toggle, changed flow context to allow curator access to email templates.
