Add toggle to be able to choose to send/not send email (as with approved email)

Duplicate link text that is written in the flow screen is not appearing in the email when sent out. It seems like it's using the original value from the record (ie, blank) even though the resource is updated in the flow before the email is sent. Same issue with #11

Will there always be an approved resource already when this status is used? Seems like yes, unless it's a sprint where there might be multiples that are all being curated at the same time.

FIXED!! Resource wasn't being updated prior to email send.

Curator profile needs read access to email templates.

Flow version should be activated only after changes written above have been made, testing is complete and email templates have been reviewed.
