Update scratch org JSON configuration files #41

When spinning up a new scratch, Cumulus CI outputs a warning: "WARNING: We're deprecating OrgPreferenceSettings. We've added the settings to other metadata types in Winter '20. You can continue to use OrgPreferenceSettings until they are replaced by their corresponding settings in Spring '20."

We should update the beta.json, dev.json, feature.json, and release.json files to use the new settings format.

The warning message gives exact details on how to do this.
