Update Test Data: Course -> University Department Account -> Educational Institution #78

Because the "Department" lookup field on Course is not restricted to the University Department record type on Account, we can lookup directly to the Educational Institution record type on Account. This requires replacing the current University Department Account ID with the Educational Institution Account ID.
