GRMS-MetadataDeploy-Missing Permission Set for Sample Survey #117

The Metadata Deploy package is missing a permission set for the sample survey package. @davidmreed @kdveverka @shunkosa

The reason we took out the permission was it had the same API name as the permission set for the main package. We would have to rename the permission set for the sample package and add it to the metadata deploy package.
