Include Packaged Global Actions in publisher layout #110

With three global actions, it gets cumbersome adding in post install. Would be good to include in package or at minimum via MetaDeploy.

@Nickers3 I've got a task in Metecho for this (https://metecho.herokuapp.com/projects/ombudsmancloudcare/release-13/include-packaged-global-actions-in-publisher-layou) and I think you should probably be the dev on that one. I didn't want to assign it to you until the sprint was winding down. (But it might actually not be something you can even accomplish in Metecho? Not sure...)

@Nickers3 - That Metecho task referenced in my last comment seems to no longer be there. (No idea why not.) But if it's possible to do so, should we try to get this Issue into v1.3 ?

Maybe there is something off here.

I think you're probably right. I was just trying to clean up open Issues. Let's look at it tomorrow and figure out if we can just close this issue or if there's something we still need to fix in the package along with other things in 1.3 that also affect the global publisher layout.
