[FEATURE] - User Defined Registration Status #371

The current default for Summit Events is that any submitted registration defaults to "Registered" as the status. This is built in the trigger/classes, so it's unable to be user defined or changed.

Also, there may be a desire to have individuals complete a "registration" form, but identify their attendance. Someone may want to reply with "Regrets" or essentially TELL us what they are thinking about attendance. An individual may have interest in sharing they are a "Maybe". While that seems like overkill, it has opportunity to facilitate specific engagements and capture information though someone may not attend.

@walt0019 and @rdblake21, I am of the opinion that the best case for regrets in on a campaign (if one exists) and not as a registration. However, I wonder if there is a way we could leverage the proposed #368 Save the date page. Could we create a quick page that asks first/last/email and comment on this page for regrets? As well as opening up registration when if finally opens. So, you could point to this page for the event in general, get an add to calendar link, get a link to the registration when it opens, and get a way to say you can't make the event.
