[BUG] Nav/Date crumb not correct if guest user timezone not GMT #536

Describe the bug When the guest user timezone is set (or the user has a time zone if logged in) the nav/date crumb on the top of the screen does not show the correct date.

To Reproduce Steps to reproduce the behavior:

  1. Go to sites, choose public access, choose assigned user, set assigned user to a timzezone other than GMT
  2. Set time on an instance and observe the date is off in the nave/date crumb

Expected behavior A clear and concise description of what you expected to happen.
