Even more Heroku fixes #184

One last time!

Delete vercel.json (I've disconnected the GitHub integration)
Add the develop npm script, which runs watch-all and watch-server in parallel
Add the watch-server npm script, which runs nodemon server.js
Nix the fallback port of 4001, which was failing to start if the port was occupied. Express finds an open port if you don't provide one, but you can still set PORT=4001 in your environment if you want to serve from a more predictable address.
