Add Part Status Timeline and Alerts #14

building off of the existing parts status system, we need a visual way to track how long each part has been in its current stage (e.g., "ready for manufacturing") in order to optimize processes. the system should also log which user changes the status so that team leads can know who to ask about progress

ideally this would also flag parts that have been sitting in a particular stage (really just the design and manufacturing stages) for too long for review

it would be particularly cool if this could also show internal deadlines for what the part is needed for, but that might be over the top
