@joestubbs thank you for making these changes. I am now questioning (myself and others) what is a good choice for the virtual organization? the org which is providing or operating the service or the org/framework which is championing the description of the resource? For instance, the carbonate description should it be tagged as IU(the service provider) or Airavata (the org which is contributing the description)?

We discussed doing away with the virtual organization and collapsing all capabilities on a resource into one document.
