JES.exe sometimes doesn't work #16

The executable doesn't always work on Windows machines, but the bat file
works fine.  We encountered this in a couple places at the workshop, but
not it's not clear what the cause is.

I believe this may be a result of JES not being able to find a JRE installed.  I
discovered an error in the jes.bat script that prevented JES from picking up the
packaged JRE when the JRE-included version was installed.  This error was 
corrected
in the 4.3 release.  We'll need to see if the problem persists and look into it
further if it so.
