Add dropdowns suggesting possible filters to Filters user, tags, categories fields #11

Already, if you start typing a word any things already in use on a page will show up in a dropdown (e.g. start typing something in a tag field and tags used on that page and matching what you typed so far will show up in the dropdown). It would be nice to have these dropdowns appear without needing to start typing anything (e.g. if you don't know what tags or user or categories might be in use on a page).
