Filters: Change default behavior to show all annotations instead of current user's annotations initially #20

At least, I think this would be preferable. Logged in users would still be able to select their own by clicking the "mine" button. The current behavior is probably especially confusing for logged in users who haven't annotated yet but are interested in browsing all the annotations on the page.

I think this is fixed now.
