Different Filters box view for readers vs. editors/annotators #7

This isn't needed for alpha testing. For people who are just reading on the site (and annotating casually/not for peer review?), we need a more intuitive Filters box above the annotation sidebar. Instead of fields (e.g. what users can I enter? what categories? what tags?), possibly use buttons to toggle filters for just the tags/categories/users pertinent to a given page?
