Create a GitHub Actions CI/CD pipeline

Right now during pull requests we have no validation that the code looks good, etc.

Todo/Jobs on the pipeline:

• Run the next build command -> make sure the code is able to build with no errors
• Code linting -> This should be happening on the git pre-commit hook but we want to ensure code being pushed is up to spec
  • Prettier? -> Kind of falls under linting as this would be an eslint rule
• Deploy to test env possibly? -> This would only happen on the dev branch
• Deploy to prod -> for the main branch. We might want to manually deploy to prod instead of automatically
