I used UCR previously and this allowed cycling of list of FN outputs (ctrl, shift, alt), it's easy to get lost in configuration without some form of feedback to tell you want FN mode is currently active, and I see that happening.
A single button dual FN modes via latching/hold to latching would still be usable (I already use a lot of short/long press as that's usable in VR).
Other games (Truck / Farming sims) may benefit multiple FN keys.
Once you have multiple FN, then [Feature request] Control mapper - unlatch existing FN-latch becomes a necessary and would allow configuration of your final point: one FN mode active at a time
Good point getting lost in which mode.
In my case I was thinking that the encoders on my wheels visually show a number for which button is selected.
This idea would be better actually if the current mode was exposed as a property that could be displayed on a dashboard or overlay. The property should have a related ‘name’ property so that the name of the mode could be displayed.

Describe the solution you'd like I would like to be able to map the rotary encoders on my Fanatec wheels to be a 'mode' switch. The mode switch could be used to define what action the other keys provide.
I was thinking about having modes such as:

In order to do that we would need two things:
