Better handling of netcdf installation #30

The netcdf installation check didn't pass although make fem was successful so I changed the check to a more general method of passing required flags for netcdf.

very nice. I didn't know about the nf-config command.

It makes providing the required flags much easier and machine-independent to some extent.
