Refactor the current error handling

As discussed here https://github.com/oxcabe/SIMDE/pull/45#discussion_r1186750976 and https://github.com/oxcabe/SIMDE/pull/45#discussion_r1187251437, a great improvement would be to refactor the current error handling:

• [ ] Locating all exceptions structures in a subdir
• [ ] Separating VLIWerrors and VLIW status codes (The same with the superescalar machine)
• [ ] Creating new exception types (like OpcodeError, etc.)
• [ ] finding parts of code where an error should be thrown
