How to deal with multiple observation dates #231

In the cases of spectra especially, it's possible that one spectrum would be comprised of data from multiple observation dates. How do we want to handle this? Do we care which date we pick to put in the observation date field? Do we feel like we need to record the observation dates in the comment field? Or maybe we can just put "multiple observation dates" as a standard comment? That's the direction I'm leaning: "Spectrum comprised of data from multiple observation dates."

or just "Multiple observation dates."

The IVOA standard is to report the exposure midpoint (TMID). And then optionally, start and end time. We should probably adopt this standard.

This has been recorded in the documentation for the Spectra table: https://github.com/SIMPLE-AstroDB/SIMPLE-db/blob/main/documentation/Spectra.md
