Ingest Gaia DR3 spectra #249

Spectra in DR3 is very low resolution but could be useful at some point. Would need to query the Gaia catalog, choose a sampling, and then write out at a FITS file.

Here's a file which has the SIMPLE and EDR3 sources names: gaia_dr3_designations_Sep2021.xml.zip
