Ingest Sebastian's Keck spectra #333

Keck LRIS and DEIMOS spectra of L and T dwarfs. Will probably need to be converted.

I found the spectra, they seem to be fits files with header info from observatory, reduced spectra from both instruments, including uncertainties, and individual exposures not just co-adds displayed in publication
