Ingest script for pyspextool-reduced Spex data

Data is not ready to be ingested, but we can start making a script to streamline the workflow of ingesting data.

• @aburgasser will send test data set.
• Kelle will write a script to pull info from headers to complete an ingest
• Assume script will be run by undergrads
• Should also include instructions for how to do the pull request

• [ ] Need to write some functions (in pyspextool) which convert filenames from "calspec" to instrument_mode_radec_object_yyyymmdd.fits (https://github.com/pyspextool/pyspextool/issues/155)
