Improvements to the convert to fits and compile header functions.

Hopefully, convert_to_fits will no longer be needed after https://github.com/astropy/specutils/pull/1113 is closed. But compile_header can always be SIMPLE specific since it's our way of "publishing" spectra.

Since this is not a mission critical part of SIMPLE, i'm going to just merge. @SherelynA will test.
