Ingest literature parallaxes. Columns ED:EF

Make sure adopted column is handled well.

ingest_parallaxes exists but needs to be re-written. https://github.com/SIMPLE-AstroDB/SIMPLE-db/blob/4a95a009616225251f428d0b9eafdefa2b79857f/simple/utils/astrometry.py#L20
