Linux users want to install dacrane from apt.

$ apt install dacrane

Implement the GitHub actions code that publishes dacrane to apt when creating release tags.
The flow must use workflow_dispatch trigger.
The flow must receive a version argument.

Since the distribution of the specification at an unstable stage will cause confusion, it will be supported in 0.1.0 or later.
