Mirror UCAC4 download link is not working. It's not certain whether this is temporary or permanent. EDIT: Use the original link (did not find, found strasb instead) first and then try mirror

And is it really necessary to to have such a huge star catalog which takes forever to download (8 gb + slow download speed)? There could be an option for lite version, e.g. 10000 brightest objects.
