Styled tooltips and changed positioning. #79

Tooltips are now white instead of yellow. Still may need more styling but this is better than what we had. Also added a template tooltip for board information/help content. Still need the actual help content to throw in it.

This looks good. As far as additional styling, I checked out the styling of the rules in the rule book. Usually the header is in pink or brown, the text is standard black except emphasized words/phrases (em, bold, or i tags) are in the same pink or brown. on white background.

It will function. I will get my part up ASAP so that you can modify the source of the tooltip text part of the code.
