As a user, I want be able to cast a vote in the app, so that I can make use of the app’s main utility.

Acceptance criteria:

  1. Bill is displayed to the user with a brief description along a title.
  2. User can thumb-up or thumb-down a bill.
  3. User can see a post voting screen with the percentage of thumb-ups and thumb-downs so far casted.
  4. User can navigate through bills by sliding the screen right.
