Information button on each view #23

As a user, I want to be able to understand how to use the application to know the appropriate steps to reserve and pay for a parking spot.

Acceptance criteria:

  1. On each view there is an information button.
  2. Selecting the information button produces a popup with information on how to use the page.
  3. Upon closing the popup it will return the user to their most current view.
