As a user, I want to be able to make sure that I am not using to use my phone while driving to ensure the safety of my passengers and others.

Acceptance criteria:

  1. Popup will produce when the application is being used at high speeds.
  2. The message will remind the driver to keep their eyes on the road.
  3. Popup will have a close button that will return the user to the most current view.
