added new payment processing API for paying for parking spots. Payment API docs can be found here: https://www.simplify.com/commerce/docs/sdk/android PPaaS is live on Heroku and that code does not need to be in the repo as it is not within the scope of the android application. That can be seen here: https://github.com/simplifycom/simplify-php-server and the GitHub docs/repo is there as well.
